Howard, John
(c. 1726–90)
   Philanthropist.
   Howard was born in East London. During his travels as a young man, he was for a short time imprisoned in France. In 1758 he settled in Bedfordshire and ultimately became High Sheriff of the county. He is remembered, however, for his tireless campaign for prison reform. His book, The State of the Prisons, publicised the deplorable conditions under which prisoners lived and he was largely responsible for a Prison Reform Act being passed through Parliament in 1777. He also explored the prisons of Europe as well as the lazarettos (quarantine quarters). He died from camp fever, caught during the course of his researches. The Howard League for Penal Reform was founded in his memory in 1866 and continues his work today.
